Paul joined PFM’s Ann Arbor, Michigan municipal advisory business in August 2015 as managing director. Previously, he worked as a financial advisor for 38 years, providing advice and guidance on a wide range of public finance projects. He has developed a variety of financing structures for municipalities and school districts, as well as assisted in the development and implementation of hundreds of revenue support systems and related repayment programs for municipalities and authorities throughout Michigan.
Paul’s extensive experience includes general obligation bonds, revenue bonds, special assessment and tax increment financing, refunding bonds, cash flow borrowing, and installment purchase financing. He successfully completed thousands of municipal bond and note transactions using both taxable and tax-exempt structures for a wide range of municipal and public education facilities, energy conservation improvements, open space preservation, building and site improvements, libraries, airports, roads and bridges, parking structures, economic development projects, drains, water supply, wastewater, and solid waste disposal systems.
Paul is a member of and has served on the Board of the Michigan Government Finance Officers Association and its Professional Development Committee. He served on the Board of the Municipal Advisory Council of Michigan for 20 years and served on the Board of the Children’s Leukemia Foundation of Michigan.
