Jaime Trejo is a senior managing consultant in PFM’s San Francisco office, where he has advised public agencies since 2015. Jaime specializes in transaction management, including debt structuring, credit rating strategy, and pricing. He also helps clients with long-term financial planning and debt management, from evaluating borrowing capacity and sizing capital programs to monitoring existing debt portfolios for refunding and restructuring opportunities. He works with cities, counties, special districts, utilities, and housing agencies across California and Arizona.

Jaime advises clients on how to finance the capital projects their communities depend on, including affordable multifamily housing developments, water system upgrades to address PFAS and improve supply reliability, wastewater treatment improvements for nutrient removal, new civic buildings and public facilities, and infrastructure in new communities through community facilities districts (CFDs). He has worked with both large and small issuers on a wide range of financings, including multifamily housing revenue bonds for both Low-Income Housing Tax Credit (LIHTC) and non-LIHTC developments, water and wastewater revenue bonds, Water Infrastructure Finance and Innovation Act (WIFIA) and State Revolving Fund (SRF) loans, CFD bonds, certificates of participation, general obligation bonds, bond anticipation notes, and other short-term cash flow borrowings. He has advised on more than $2.5 billion in debt and is known for pairing rigorous quantitative analysis with practical, client-centered advice.

Prior to joining PFM, Jaime was an associate director at Standard & Poor’s Global Ratings, where he completed hundreds of credit ratings and served as the primary analyst on general obligation, appropriation, special tax, and special assessment debt. He was the portfolio lead for the State of New Mexico and covered local government credits across Arizona, California, and Nevada.
