Michael is a Senior Managing Consultant in PFM’s Orlando office, where he provides technical, quantitative and analytical leadership for public sector clients across Florida.

With a comprehensive understanding of the municipal market, Michael specializes in structuring complex financings, managing new money and refunding bond issuances, and designing tailored debt strategies. His expertise in multi-year financial modeling guides clients through long-term strategic planning, credit enhancement, and credit rating implementation plans. Since joining PFM in 2019, he has successfully assisted clients through debt transactions totaling more than $7 billion in par value, utilizing a wide range of instruments including taxable and tax-exempt municipal bonds, bank loans, equipment leases, lines of credit, and interim financing alternatives.

Throughout Florida, Michael works closely with a diverse portfolio of issuers, including the City of Tallahassee, Leon County, the City of Daytona Beach, and various regional agencies and utility authorities. He is also a core member of PFM’s Special Districts practice, where he leads the preparation of assessment methodologies, reamortization schedules, and specialized transaction services. His district experience ranges from structuring critical infrastructure financing for smaller-scale, community-specific districts to managing complex debt issuance for landmark stewardship and master-planned developments, including The Villages, Lakewood Ranch, and Lake Nona.

Michael graduated cum laude from Florida State University with a Bachelor of Science in Finance and Marketing, as well as a minor in Political Science. He is a Municipal Advisor Representative (Series 50).
