Victoria Asare is a senior managing consultant with PFM Group Consulting. Since joining the firm in 2019, she has provided budgetary analysis and research support for operational reviews, management audits, multi-year planning, and equity-focused engagements. While she has worked across several areas, Victoria primarily focuses on multi-year financial planning and criminal justice finance through PFM’s Center for Justice and Safety Finance.

Victoria has developed multi-year financial models for Riverside, California, and the City of St. Louis, Missouri. Since 2023, she has worked with the Sewerage and Water Board of New Orleans, providing annual support for the development of the board’s operating and maintenance and capital budgets, as well as additional budget support throughout each year.

Within the Center for Justice and Safety Finance, Victoria works on criminal justice engagements, including the development of a strategic plan for the Philadelphia Police Department. She has developed a multi-year financial model for the Hampton Roads Regional Jail in Virginia and has supported an operational review of the Lake County Sheriff’s Department in Illinois.

Victoria has supported numerous engagements in the State of Texas. She developed a property tax model for the City of Dallas to assess the impact of changes to the state’s property tax code, and a model for the City of Fort Worth that was used to project property tax revenue and validate tax rate calculations. She also supported the City of San Antonio’s budget methodology evaluation and Harris County’s multi-year operational review and performance measurement work.

Originally from North Carolina, Victoria holds a B.A. in public policy from the University of North Carolina at Chapel Hill. She also completed two minors: philosophy, politics, and economics, and business administration.
