Gordon Mann is a managing director in PFM’s Management and Budget Consulting practice where he has worked extensively to help cities, counties and other public sector organizations achieve long-term financial stability.

Gordon is particularly active in financial planning engagements where governments balance revenues against expenditures in a way that supports operations and advances policy goals. Through these multi-faceted engagements, he has provided guidance on collective bargaining and personnel cost management; analyzed tax and fee policies; and conducted performance reviews for public safety, public works and administrative departments.

Gordon specializes in helping fiscally distressed governments achieve stability and helping stable governments better use their resources to provide the services their residents expect.

He served as a senior member of the state-appointed oversight team for the City of Pittsburgh, which successfully exited Pennsylvania’s oversight program in 2018. He was the financial overseer for Pennsylvania cities Reading and New Castle, which also graduated from that program, and is the lead financial advisor to the Receiver for the City of Chester. Outside of Pennsylvania, Gordon has worked with Columbus, Ohio; Wilmington, Delaware; and Baltimore, Maryland.

Along with his government experience, Gordon has more than 20 years of experience in sports journalism, including contributing to print, video and radio coverage of several NCAA national championship events.
