Danielle Scott Parker is a Director with PFM Financial Advisors LLC based in the firm’s New Orleans office. Danielle has spent her career advising public sector clients nationally on a broad range of organizational and budget strategies through the firm’s affiliate, PFM Group Consulting LLC’s (“PFMGC”) Management and Budget Consulting practice. Danielle transitioned to the firm’s municipal advisory practice in September 2025 but continues to manage key client relationships in the south and still leads affiliate services where the firm provides budgetary and financial analysis, reviews municipal operations and develops multi-year financial plans to help municipal governments overcome their fiscal challenges. Specializing in integrating equity, Danielle is also the co-director of PFMGC’s Center for Budget Equity and Innovation, where she helps clients develop long-term blueprints for fiscal, economic, and community sustainability.
Danielle has worked with clients in the south and across the country on a variety of issues and projects. This work included operational reviews, strategic planning, fee and cost recovery studies, budget support, multi-year financial planning and forecasting for numerous cities and counties.
As the co-lead of PFM’s Center for Budget Equity and Innovation, Danielle is at the forefront of implementing equitable strategies across local government and brings strong experience with stakeholder engagement and the inclusion of diverse perspectives in public sector planning. During her time with the firm’s affiliate, she led multiple equity-focused engagements across several states, including community-driven planning, equity analysis, development of guiding principles aligned with fiscal best practices, and frameworks designed to improve racial, ethnic, education, employment, and broader community outcomes.
Danielle led PFMGC’s efforts to support client understanding and implementation of COVID-19 recovery and ARPA-related initiatives, helping colleagues and clients interpret federal guidance and develop equitable, multi-year recovery strategies. In July 2021, Ms. Scott Parker co-authored “Leveraging American Rescue Plan Act Funds for Youth Outcomes” with the Children’s Funding Project and the UP Partnership.
Danielle holds a Bachelor of Arts in Political Science from Howard University.
