Noor Shaikh is a director in PFM’s Management and Budget Consulting practice.

Prior to joining PFM, Noor served as the City of Chicago’s Deputy Chief Financial Officer where she led the city’s efforts to study its revenue raising capacity and propose new revenue ideas. Several of these, including extending the city’s sports wagering tax to activity online and expanding the city’s congestion fee zones, were used as gap closing measures in the city’s budgets. Noor also served as the Deputy Budget Director of Revenue and Finance for the city’s Office of Budget and Management. She led revenue forecasting and analysis for the annual budget process, and produced monthly reporting used by internal and external stakeholders to track the city’s financial performance.

Noor worked for the cities of Dallas, Texas and Aurora, Colorado before joining the City of Chicago. She started in local government as an ICMA Local Government Management Fellow after earning her MPA from Indiana University.

She serves as Vice Chair of the Alumni Advisory Council at the O’Neill School of Public and Environmental Affairs (Indiana University) and is an active member of the International City/County Management Association and the Chicago Chapter of Women in Public Finance.
