Vieen Leung is a member of the PFM’s Management and Budget Consulting practice, playing lead roles in projects where the firm provides budgetary and financial analysis and develops multi-year plans to help municipal governments overcome their fiscal challenges. Vieen also directs quantitative training programs within the practice, and is active in the firm's overall financial model development and rollout efforts.

Prior to joining PFM, Vieen was a policy analyst at the Bureau of the Budget and Management Research in the City of Baltimore, where she provided budget analyses for various city agencies, managed the City’s annual Citizen Survey, and supported comprehensive updates to the City’s Administrative Manual. She also developed and authored the first Management Research Reports published by the Bureau that examine cost-effectiveness of city agencies and provide recommendations to improve service delivery.

Along with her government experience, she is an active performing violinist. She has won numerous competitions, served as the concertmaster of orchestras including the Peabody Symphony Orchestra and the Tanglewood Music Center Orchestra, and has performed in venues such as the J. F. Kennedy Center and the Smithsonian Institution.
