Gentry Schaffer is a senior managing consultant based in Austin, Texas. She supports PFM Group Consulting's Center for Justice & Safety Finance, bringing more than a decade of experience leading complex public safety and justice reform programs for city, county, and state agencies nationwide. With a focus on evidence-based policy and operations, her work has increased efficiency, enhanced community safety, and delivered significant organizational impact for a wide range of government clients.

Gentry specializes in leveraging her frontline experience to develop tailored, practical, and data-informed solutions for public safety agencies. She supports state and local government clients with training and technical assistance, law enforcement staffing and operational assessments, and the development of data-informed policy. Before joining PFM in 2025, Gentry led a $10 million federal training and technical assistance portfolio that directly supported more than 250 law enforcement and public safety agencies nationwide. She began her public service career as a Child Protective Services investigator with the Texas Department of Family and Protective Services and a forensic investigator with the Harris County Medical Examiner’s Office, and served as a decorated police officer with the D.C. Metropolitan Police Department, giving her firsthand experience of academy training and field operations from the trainee’s and officer’s perspective.
