Rose Teszler is a senior analyst with PFM Group Consulting, where she has worked across the firm’s Human Services and Fiscal and Economic Policy practices.

In human services, Rose provides analytical support on projects related to management and operations, with a focus on workforce recruitment and retention, workforce development, and process improvement. She also provides direct technical assistance and training, working alongside client teams to build their capacity.

In fiscal and economic policy, Rose supports engagements that help governments plan for the future and evaluate the cost of their decisions. Her recent work includes revenue studies and projections, fiscal impact models, and analyses of tax incentives. She has also developed multi-year budget forecasting models for municipalities and counties, giving local leaders a clearer view of long-term budget pressures.

Before joining PFM, Rose interned with the City of Philadelphia’s Mayor’s Policy Office, where she conducted program analysis and evaluation across a range of departments and policy initiatives. She also interned with the Chester Community Improvement Project, a community housing development organization.

Rose holds a B.A. in Economics from Swarthmore College.
