Gianna joined PFM in 2025 and works as a senior analyst with the Structured Products Group (SPG) and Quantitative Strategies Group (QSG) in the Philadelphia Office. She advises municipal issuers on strategies to maximize investment proceeds through the development of customized solutions for refunding and defeasance escrows, one-time portfolio procurements for bond proceeds accounts, and structured investments for energy prepay transactions. Gianna partners with clients and advisory teams to design and implement investment strategies for bond proceeds and escrow structuring, leveraging detailed cash flow modeling, portfolio analytics, and market evaluation to deliver efficient and compliant investment outcomes.

Gianna brings a multidisciplinary perspective to her work. Her background in public policy and city planning, coupled with strong quantitative expertise, informs her approach to municipal finance by grounding financial structuring decisions within broader fiscal and economic development contexts.

Gianna graduated from New York University with a Bachelor of Science in Public Policy and Environmental Science, and she holds a Master of City and Regional Planning from the University of Pennsylvania, where her graduate studies emphasized public-private development, energy infrastructure finance, and applied quantitative analysis.
