Mark joined PFM as part of the asset acquisition of Melio & Company, a premier healthcare advisory firm. Mark founded Melio & Company in 2009 after having held key positions at J.P. Morgan, Goldman Sachs, and Touché Ross (now Deloitte). Mark was an investment banker with J.P. Morgan  from 1997 until 2009. Beginning in 2006, he directed all the investment banking services that J.P. Morgan provided to its state and local government, energy, transport, Public-Private Partnership (P3), housing, healthcare, higher education, and other not-for-profit clients. Prior to J.P. Morgan, Mark spent nearly 10 years at Goldman Sachs in the healthcare and higher education investment banking group. At Deloitte, in the mid-1980s, Mark worked as a healthcare consultant and auditor.

Mark received an M.S. in Management & Policy Analysis from Carnegie-Mellon and a B.S. in Economics from The Pennsylvania State University. He is a Certified Public Accountant.

In September 2016, Mark published “The Private Life of Public Finance: Confessions of A Recovering Investment Banker.”
